Per Anders Bakke has extensive experiencefrom the Norwegian Armed forces in both national and international positions.He has held leadership position in the Armed Forces and in a NATO accreditedinternational organization.

With the rank of Commodore, he served asacting chief of staff Investment in the Defence staff from 2020 to 2024 wherehe facilitated the role as project owner on behalf of the Chief of Defence. Theportfolio consisted of approximately 500 defence material and infrastructureprojects. The role of project owner gave him solid experience in capabilitydevelopment and procurement, as well as portfolio and project management. PerAnders has in his early years held the position as total project coordinator forspecial operations forces and navy projects.

From 2012 to 2020 he served in twodifferent positions in the Ministry of Defence. He started off as a MilitaryAssistant to the Chief of Defence. Per Anders served two Chief of Defence’s in his tenure of five years and gainedvaluable insight into both formal and informal military strategic and politicaldecision processes. The last three years in the Ministry of Defence he held aposition related to national and international defence research anddevelopment, including making R&D policy and governing the NorwegianDefence Research Establishment.

Per Anders held the position as sectionhead Joint Maneuver and Expeditionary Operations in Combined Joint Operationsfrom the Sea Centre of Excellence. CJOS COE is an US second fleet lead NATOaccredited organization which support transformation through conceptdevelopment, experimentations, and the development of doctrine and standards.The years in CJOS gave valuable insight in cooperation between military anddefence industry in concept development, R&D and experimentations,including different approaches by nations.

Per Anders Bakke is educated from the Naval Academy, Staff College inNorway and US Navy Command College, Newport, RI.
